FosterREG aims at enhancing public capacity at local, regional and national levels to plan, finance and manage integrated urban regeneration for sustainable energy uptake, through capacity building, promotion and articulation of effective multilevel coordination, and national as well as European network strengthening. FosterREG Collaborative Analysis has started

On November 27th a meeting was held among FosterREG partners to kick off the collaborative analyses and to discuss the aims and approaches in the different National Clusters.

In the first part of the project the foundation has been built through an extensive policy analysis and a stakeholder map in the three National Clusters (Croatia, Netherlands and Spain). The project has now reached the second phase in which the focus is on interaction with stakeholders within and between the three National Clusters. The main aim of this phase is to develop in collaboration with identified stakeholders joint strategies for the planning, financing and implementation of energy efficiency policies in urban regeneration through a collaborative process in three national clusters.

To achieve this, series of workshops will be held in parallel in each of the National Clusters. In each National Cluster objectives on energy efficiency are formulated by the national governments (NEEAP) according to the EU's 20-20-20 objectives and the Energy Efficiency Directive (EED). Regional and local government have to translate and operationalize these national objectives into local objectives and adjacent measures to stimulate energy efficiency. The achievement of both national and local energy efficiency-objectives faces barriers. During the collaborative analysis workshop series we will bring together stakeholders from different policy levels and other realms to collaboratively identify solutions and strategies on how to overcome these barriers in order to achieve the integrated objectives for energy efficiency within urban regeneration processes.

Croatian National Cluster:

The Croatian National Cluster is coordinated by FosterREG partner SDEWES with APN and the City of Osijek also involved. The main challenges the workshop series will address are the development of financial support schemes, the communication between national and local authorities in developing sound urban regeneration strategies and the integration between overall energy efficiency strategies and urban planning. The workshops will be held from January to March 2016 in the City of Osijek and Zagreb. Spanish National Cluster:

The Spanish National Cluster is coordinated by FosterREG partner Tecnalia (contact person: Patricia Molina) with the SURBSISA, VISESA and EVE also involved. The challenges that will be addressed in this workshop series are related to the effective alignment of national policies with the regional and local authorities, the integration of energy efficiency policy in urban regeneration and the development of suitable financial structures. The workshops will be held in five regions in January and February of 2016 and a final National Event will be held at the end of February 2016. Netherlands National Cluster

The Netherlands National Cluster is coordinated by FosterREG partner TNO with the City of Utrecht also involved. The challenges that will be addressed during the workshop series are how to foster private homeowners to apply energy saving measures related to their homes and how to enhance stakeholder participation at different policy levels in this challenge.  The workshops will be held in February and March 2016. The process and the outcomes will be reported in the Integrated Reports for each National Cluster. These Integrated Reports will be made available in May 2016 and discussed in an European wide event to extract lessons learned and to develop recommendations for transferability and replicability of the results from each of the National Cluster.
